In 2022, Representative Gene Ward aimed to eliminate the down payment requirement on home buying in a proposed bill. If homebuyers met four criteria (a high credit score, a resident for five years, employed with sufficient income for monthly payments and first-time homebuyer), they could purchase a home without down payment. A similar bill could help encourage local families to purchase homes in Hawai‘i.
